MS. WONG WAN CHIN, D.J.N

WAN CHIN obtained her LL. B (Hons.) degree from the University of Malaya in 1999 with second upper class honours in law. She was admitted to the Bar in the year 2000. From a legal assistant in MESSRS WONG-CHOOI & MOHD NOR, she worked her way up to being a partner from year of 2002 until 2009. She then joined MESSRS LIO & PARTNERS as a partner where she single-handedly started two (2) branches under her leadership in MESSRS LIO & PARTNERS until April 2017.

WAN CHIN has twenty-five (25) years of experience in the area of corporate and commercial works including initial public offering exercises, mergers and acquisitions, joint ventures and corporate restructurings. She has in-depth experiences in drafting commercial agreements for corporate companies. In view of her broad experience in the corporate and commercial area, WAN CHIN has been appointed as:

1. Independent Non-Executive Chairman for VOLCANO BERHAD, a company listed on Ace Market, BURSA MALAYSIA;

2. Independent Non-Executive Director of ICONIC WORLDWIDE BERHAD, a company listed on Main Market, BURSA MALAYSIA; and

3. Independent Non-Executive Director of CHEMLITE INNOVATION BERHAD, a company listed on ACE Market, Bursa Malaysia

WAN CHIN was former independent Non-Executive Director of LMS COMPLIANCE LTD, a company listed on SINGAPORE EXCHANGE (SGX).

WAN CHIN is Vice President of the PENANG CHINESE CHAMBER OF COMMERCE. She is legal advisor to:-

1. the FEDERATION of MALAYSIAN FOUNDRY & ENGINEERING INDUSTRIES ASSOCIATION (FOMFEIA);

2. PENANG FOUNDRY & ENGINEERING INDUSTRIES ASSOCIATION (PENFEIA); and

3. PENANG CHINESE TEA CULTURE ASSOCIATION.

Due to her immense contribution to the community and to the state of Penang, she has been conferred the title of Darjah Johan Negeri (DJN) on the 26th day of July 2017 by the Penang State Governor.

In addition, WAN CHIN has been recognised as a role model in Malaysia in the year 2023 by the MALAYSIA ENTREPRENEURS’ DEVELOPMENT ASSOCIATION (PUMM) and currently a committee member of the Disciplinary Board of the Association.

Her areas of practice include capital market, corporate and commercial and banking and finance. Aside from that, WAN CHIN is being regularly consulted by families on setting up their family offices.

YEOW KHOON is a Barrister-at-Law of the Honorable Society of KING’S INNS, Republic of Ireland and holds a Bachelor-of-Laws (Hons.) degree from UNIVERSITY OF WALES, CARDIFF. He was admitted to the Malaysian Bar on 28th October 2000 when he practiced as a Legal Assistant in MESSRS BAN ENG ANUAL & FOONG. He joined MESSRS LIM KEAN SIEW & CO in September 2003 and was promoted to junior partner in 2006. On 1st January 2011, he was made an equity partner in MESSRS LIM KEAN SIEW & CO.

YEOW KHOON heads the civil litigation department. He was counsel in a number of trials and hearings reported in the Malaysian law journal. He specialises in contract law, corporate and commercial disputes where he appeared at all levels of the court.

YEOW KHOON has extensive experience involving corporate and commercial advisory work. He has been involved in restructuring of companies, takeover and merger of companies, commercial agreements and venture capital where he advised and drafted agreements in relations thereto. In the recent months, he has been appointed as solicitor for multi-million transactions involving listed companies whereby their investments in Penang are reported in the newspaper.

YEOW KHOON is a licensed trademarks agent duly registered with the Intellectual Property Corporation of Malaysia (MyIPO).

TSONG CHENG obtained her LL.B (Hons) University of London and she was admitted to the Bar on 29th September 2001.

TSONG CHENG began her involvement in legal career in the year of 1997/1998 as an attachment in MESSRS TANG KHYE KIAN & CO, concentrating vastly in defend work for insurance companies against personal injury & accident claims.

TSONG CHENG then chambered and practiced as Legal Assistant in MESSRS OOI LEE & CO. As a young lawyer, she gained substantial exposure in civil litigation in particular her extensive involvement in resolving freight & forwarding dispute claims and Sale of Goods claims (SOGA), retail banking litigation, due diligence work for corporate listing, wills & estate administration and family law.

TSONG CHENG joined MESSRS SAN & ASSOCIATES in 2002 practicing in property law. A stern and diligent lawyer and with the assistance of two (2) other lawyers whilst supported by fifteen (15) experienced clerical personnel under her wings, she has built up an exemplary practice with a vast base of esteemed institutional and high net worth individual clientele, thus she was made a partner in 2009. She has vast knowledge on corporate and commercial law with additional portfolio in sale and acquisition of company shares, banking and finance (both conventional and Islamic), real property development of commercial and residential, real estate, creation of lease including extensions thereof.

AI LING obtained her LL.B (Hons.) degree from the UNIVERSITY OF MALAYA with second upper class honours in law and was admitted to the Bar on 14th day of March 2003. She read in chambers under Ms. CHRISTINA SIEW of MESSRS LIM KEAN SIEW & CO and thereafter practiced as a Senior Legal Assistant before joining MESSRS LING, EE & PARTNERS on 19th June 2008 as a partner. During her early years of practice, she assisted in general civil litigation and banking litigation.

In MESSRS LIM KEAN SIEW & CO., her experience covered a wide breadth of areas of joint ventures, debts and corporate restructuring and also the law on receivership and liquidation in which the firm acted for one of the big 4 accounting firms in Malaysia. She was also involved in advising and drafting of agreements of appointment of management, marketing agents, supply and consultancy agreements.

AI LING has over twenty-two (22) years of experience in the areas of real estate related transactions for residential and commercial properties including retail, commercial and trade financing documentations. AI LING is actively involved in initial public offering exercises and corporate & commercial law including merges and acquisitions, joint ventures and commercial collaborations.

AI LING is a Commisioner for Oaths appointed by the Chief Justice of the Federal Court of Malaysia.

PN. NOREHAN BINTI YAHYA

NOREHAN obtained her LL.B (Hons) degree from INTERNATIONAL ISLAMIC UNIVERSITY MALA YSIA (IIUM) in 1997. She read in chambers under MESSRS. ARIFFIN & CO. Bukit Mertajam, Pulau Pinang and was admitted to the Bar on 27th June 1998. She joined MESSRS. ANWAR & ASSOCIATES, Kulim. Kedah thereafter.

NOREHAN was then was offered to be a salaried partner in MESSRS TAN LOK HEAH & ASSOCIATES, Bukit Mertajam, Pulau Pinang on 1st of October 1998.

NOREHAN has been in practice in this legal fraternity for more than twenty (20) years, being an experienced lawyer, she is an expert in conveyancing particularly sale and purchase of properties and also vacant lands including advising and preparing security documentations particularly in Islamic banking. She is regularly engaged by clients to draft tenancy agreements for residential, commercial and industrial premises. She also handles non-contested civil litigation particularly in the application of probate and letters of administration.

During her practice, she is also involved in banking litigation on recovery issues such as insolvency, receivership and foreclosure.

MS. JAMIE TING CHENG NING

JAMIE graduated from UNIVERSITY OF MALAYA in year 2004 and was admitted to the Bar in year 2005. In her early years of practice, she has handled banking litigation particularly in hire purchase and housing loans for financial institutions.

Between 2009 to 2012, JAMIE worked as a compliance officer in HWANGDBS INVESTMENT BANK BERHAD where she has a proven background of carrying out compliance functions pertaining to securities laws, regulations, guidelines and company’s procedures. In addition, she assisted in establishing, reviewing and updating internal rules, policies and guidelines to ensure compliance and to meet best practice and industry standards. With her wide spectrum of knowledge, she has completed her first initial public offering exercises for a listed company in the LEAP market. She is in the due diligence working group of a group of companies to be listed in the ACE Market of BURSA MALAYSIA.

JAMIE has immeasurable knowledge and experience in conveyancing work and she represents the banks such as HONG LEONG BANK BERHAD, MAYBANK BERHAD, PUBLIC BANK BERHAD and UNITED OVERSEAS BANK (MALAYSIA) BERHAD in conventional and Islamic loan documentations for commercial / corporate loans.

MS. CH'NG GUAT CHIN

GUAT CHIN obtained her LL.B (Hons.) degree from the UNIVERSITY OF MALAYA and she was admitted to the Bar in year 2008. GUAT CHIN was previously practising as a Legal Assistant with MESSRS LIO & PARTNERS. GUAT CHIN heads our Simpang Ampat branch.

Throughout the years, GUAT CHIN developed vast experience on laws on property developments and she is the partner in charge for projects developed by reputable developers such as ECO WORLD DEVELOPMENT GROUP BERHAD, PARAMOUNT PROPERTY DEVELOPMENT SDN BHD, TAMBUN INDAH LAND BERHAD, HUAYANG BERHAD and ASAS DUNIA BERHAD. She is an expert in development projects of residential and commercial properties and banking law for financing of construction of housing and commercial projects including facilities granted to individuals, corporations and foreigners.

GUAT CHIN’s practice also covers initial public offering and corporate and commercial laws such as drafting corporate agreements such as joint ventures, share sales and shareholders agreement.

STEPHEN graduated from UNIVERSITI KEBANGSAAN MALAYSIA with a Bachelor of Laws (Hons) degree in 2007. He worked in the Attorney General’s Chambers, Civil Division from 1-7-2007 to 1-2-2009. When he was in the Attorney General Chambers, he attended to litigation which involved contested matters for recovery of outstanding JPA loans, recovery of outstanding JPA scholarship which were granted to students and also recovery of outstanding loans which were granted by KEMENTERIAN BELIA & SUKAN. Besides that, Stephen did tort cases which include running down and also misconduct of public servant. Stephen had assisted his seniors in cases involving constitutional law in the Federal Court.

STEPHEN was exempted from chambering and was called to the Malaysian Bar in year 2009. Subsequently thereto, he joined MESSRS LIM KEAN SIEW & CO. from 1-6-2009 to 30-4-2014, before setting up MESSRS STEPHEN & CO.

STEPHEN is currently handling litigation cases including judicial review, company dispute and debt recovery, whereby he has appeared before all levels of the Courts in Malaysia. Of late, he has been advising and handling cases for developers, joint management bodies and management corporations in all aspects of property management laws. In additional, he is regularly called upon by corporate clients in employment matters on both contentious and non-contentious matters such as reviewing HR-related operational policies, advising internal investigations of unlawful termination and unfair dismissal claims and industrial court litigation.

STEPHEN is also actively involved in real estate transactions acquisitions and disposals and property financing for residential and industrial lands.

Recently, he is appointed as an Independent Non- Executive Director for EPB Group Berhad, a company listed on Ace Market, BURSA MALAYSIA.

He is the President of PENANG ANIMAL SANCTUARY SOCIETY. He holds office as the legal advisor of SMALL AND MEDIUM ENTERPRISES ASSOCIATION (SAMENTA) of the Southern Region of Malaysia.

MS. KEW XIN YIN

XIN YIN obtained her LL.B (Hons) degree from the University of London and she was admitted to the Bar in year 2011. Her legal career began in MESSRS SAN & ASSOCIATES before joining the Firm as a partner.

XIN YIN advised and acted for local and foreign individuals and corporations in the purchase of development and industrial lands, residential and commercial properties including drafting of the relevant sale and purchase agreements, applications to the relevant authorities to the completion of the sale or purchase of the lands.

XIN YIN has extensive experience in advising reputable housing developers on laws of property development which includes OSK PROPERTY HOLDINGS BERHAD, SP SETIA GROUP BERHAD and SRI PENGKALAN BINAAN SDN BHD. Apart from the above, XIN YIN also gained significant experience in advising and acting for leading banks loan documentations including financing construction of housing and commercial properties.

XIN YIN is developing a practice covering corporate agreements amongst others joint ventures, tenancies and leases and also share sales and shareholders agreement including due diligence in relation thereto.

LAY SEE obtained her LLB from UNIVERSITY OF MALAYA and was called to the Bar in year 2012. Prior to joining us, she was practising as a legal assistant in MESSRS. LIO & PARTNERS handling conveyancing works for reputed developers. LAY SEE is currently heading the Kuala Lumpur branch.

Throughout the thirteen (13) years in practise, LAY SEE developed vast experience on laws on property developments and she is currently in charge for projects developed by reputable developers among others GSD LAND (M) SDN BHD and FAITHVIEW GROUP DEVELOPMENT SDN BHD in their development projects in Kuala Lumpur, Selangor and Melaka respectively.

Apart from the above, LAY SEE also gained significant experience in subsale cases involving residential and commercial properties. She is advising and acting for leading banks in loan documentations including financing purchase of housing and commercial properties.

MS. TEOH YI XUAN

YI XUAN obtained her law degree from the University of Malaya and was subsequently called to the Bar in July 2017. She chambered in MESSRS WONG & LOH and subsequently joined as associate. She practices in the area of banking and finance, corporate and commercial and real estate.

YI XUAN also undertakes advisory work and drafting of corporate and commercial agreements for clients in their local and cross-border business collaboration.

YI XUAN is involved in various matters relating to initial public offerings and listing on Bursa Malaysia where she is required to participate in corporate exercises including due diligence and other submission of documents to regulatory authorities. She also handling merger and acquisition transactions involving private companies and public companies.

KOK CHONG holds a bachelor’s degree in law from the University of London. He obtained his Certificate in Legal Practice in 2016 and was called to the Bar in October 2017.

KOK CHONG completed his pupillage with MESSRS WONG & LOH and subsequently joined as an associate.

KOK CHONG began his involvement in legal career in general civil litigation such as contract and commercial disputes, debts recovery, probate and administration of estates, and divorce matters where he appeared at all levels of court.

KOK CHONG was subsequently promoted to Senior Associates and focus in real estate, corporate finance and corporate advisory works. He has assisted the corporate client with the acquisition and disposal of their real property or shares, drafting the commercial contract, corporate finance and banking, and mergers and acquisitions.

KOK CHONG also advises client on matters relating to wills, trust and succession, particularly in setting up the family offices and business succession planning.

MS. CELYNN KOH SUE EAN

CELYNN chambered in MESSRS WONG & LOH and subsequently joined as an associate where she gained her experience in conveyancing matters involving developer’s projects, residential properties, related banking matters.

CELYNN was subsequently promoted as junior Partner in June 2024 and has been actively involving in conveyancing matters mainly in residential, and commercial and industrial property development projects, sub-sale, acquisition and disposal of commercial, tenancy agreement, banking and finance and also in general civil litigation such as probate and administration of estates, and matters related to family law, including non-contentious matrimonial and divorce proceedings.

MS. YEOH MENG LI

MENG LI obtained her law degree from the UNIVERSITY OF LONDON and was called to the Bar in October 2018. She completed her pupillage with MESSRS WONG & LOH and subsequently joined the firm as an associate. MENG LI’s legal practice focuses on real estate and corporate finance. She has advised clients on the acquisition and disposal of real properties, drafting of commercial contracts, and various aspects of corporate financing and banking. Her clients include both local and foreign individuals as well as corporate entities.

In addition, MENG LI regularly advises on tenancy agreements involving residential, commercial, and industrial properties. She represents financial institutions in both conventional and Islamic financing, including housing loans, commercial loans, trade facilities, and cross-border guarantees. She is currently involved in several high-value transactions, including multi-million ringgit loan facilities extended to multinational corporations.

MENG LI also handles probate and letters of administration, including small estate applications, including small estate applications, and advises clients on the preparation of wills, assisting them in planning for the effective distribution of their assets.

MENG LI was promoted as a junior partner at the Firm on 1 January 2025.

MR. PHUAH WEN JIAN

WEN JIAN obtained his law degree from MULTIMEDIA UNIVERSITY and was called to the Bar in August 2019. He chambered in MESSRS. WONG & LOH and subsequently joined as an associate.

WEN JIAN handles mainly civil litigation matters and has handled matters including contractual disputes, debt recovery, company disputes, trust, judicial review. He has acted for companies, association as well as individual clients both in filing a claim and defending a claim.

WEN JIAN also has experience in general litigation matters such as probate and administration of estates, bankruptcy, non-contentious divorce proceedings and family matters. WEN JIAN has appeared before all levels of the Courts in Malaysia and has conducted hearings and trials while also assisted counsels at the appellate Courts.

While WEN JIAN’s main area of practice is litigation, WENJIAN is also involved in other corporate and commercial advisory works where he has drafted and reviewed a variety of agreements and advised corporate clients.

WEN JIAN also has experience providing advice on trust matters as well as preparing wills, tenancy agreements.

WEN JIAN has been promoted as Junior Partner from January 2025 and is currently handling banking litigation matters representing PUBLIC BANK BERHAD.

SIN YUAN joined MESSRS WONG & LOH on 1st June 2021. She is handling development projects including residential and commercial properties. She has handled loan documentations for small and medium enterprise especially for RHB BANK BERHAD and ALLIANCE BANK MALAYSIA BERHAD.

SIN YUAN also handles other conveyancing matters including sub-sale, tenancy agreement, and banking and finance.

KIAN EU began his career in MESSRS HOCK & ASSOCIATES in year 2015 and practised in area of conveyancing matters in sub-sales cases, banking and finance.

MARY LIM graduated from UNIVERSITY OF BIRMINGHAM, United Kingdom with L.L.B (Hons) and was admitted to the Malaysian Bar on 14th October 2000.

With over twenty (20) years of active legal practice, MARY LIM has commenced her legal journey by gaining her experience in Corporate Real Estate Department with MESSRS ALLEN & GLEDHILL, Singapore dealing with matters, including but not limited to leases and due diligence for mergers and/or take overs of companies from the period of November 2000 till December 2001 before returning to Penang and practiced in the area of banking litigation, general civil litigation, corporate and commercial banking, real estate (primarily in sale and purchase of residential and industrial properties).

POH SHEN practices in the area of banking and finance and real estate . He also handles civil litigation particularly in the area of probate and administration of estate, contract and debt recovery. Recently, he is also involved in due diligence exercise relating to initial public offerings and listing on BURSA MALAYSIA.
